Our plan is predicated on the idea that the river should be productive. Enormous areas of wetland help remediate water quality both in the river and from outfalls along its banks. An extensive area is devoted bio-mass farming and wind generation which will provide energy for 1,000,000 people. Existing agriculture is both retained and advanced. And the river becomes an armature for the cities cultural and economic development as well as a means of directing its growth to protect the farming, natural, and cultural landscapes that surround it.
